Dutch term or phrase: voedernormenboekje
'We hebben nu drie melkvee- en vier jongveerantsoenen. We voeren het jongvee nu weer helemaal volgens het voedernormenboekje', grapt [hij], om serieus te vervolgen, 'Zelfs voor vier koeien in de afkalfbox kan ik een apart rantsoen maken.'

What is funny? What am I missing here?

Animal Feed Standards Booklet

Explanation:
Sounds to me like a "tongue in cheek" remark, referring to a booklet that may or may not exist at the Food Standards Agency (in the UK).

neutral  Barend van Zadelhoff: 'voedernormenboekje' is what it is called inofficially. This in itself is nothing special nor humoristic use of language.

Animal Feed Bible

Explanation:
I think the other suggestions lack the hint of humour intended. Incorporating Barend's suggestion, how about: "We now do everything /completely/ by the book - the Animal Feed Bible, that is [or: if you like]," he says jokingly.

agree  Barend van Zadelhoff: Well, if you use 'Bible' (The Book of Books) then leave out 'book', irony immediately apparent: We now do everything according to the Animal Feed Bible, that is, to the Aminal Feed Table Book, he... (use book in real name, it is 'authoritative' btw)

-> thanks, Barend, though it makes the 'joke' a bit laboured...

neutral  Laurens Sipahelut: It's not in tune with the expression used in the source text; it's too 'strong'.

-> it's an attempt to convey a touch of ironic humour

the book called Cattle Feeding Guidelines

Explanation:
we do everything according to the book(:/called) Cattle Feeding Guidelines

"FEEDING STANDARDS: AN OUTMODED CONCEPT IN RUMINANT NUTRITION"

"Modern systems differ little from the pioneering ones; they attempt to list the biological values of feeds together with the nutrient or energy requirements of animals and to explain how to use this information"
":Evidence will now be cited that traditional feeding standards and systems are neither consistent nor reliable" : http://livestocklibrary.com.au/handle/1234/19471

There seem to be many bibles going around. And every farmer has his own.
