Thank you for your suggestions. I found this term on a French "Avis d'impôts" document.

In that case it is correct to say: "Welfare payment increase for one working parent"?

And this is one of the items listed under the section "PRIME POUR L'EMPLOI"

Context is essential as the sense of "majoration" can mean the increase of a tax allowance, the increase of a rebate or the increase of a liability (although it is unlikely to mean the latter).

"Couple mono-actif" suggests that one of the partners in the couple is working. However, in many official contexts, the term "actif" also includes those who are unemployed but ready, able and willing to work.

It really is all about context, even for something which seems so straightforward and without it, we are in a less comfortable position that you to make decisions and helpful suggestions. ;-)
