Given the bad quality of the writing I would not be surprised "quebrados" is used as "broken" in the sense of "dispairing, overpowered". The term in Spanish is also used sometimes with this meaning and the fact that is associated with the word "afectado" makes me believe that might well be the case.

I also made the connection with being broke, but it is unlikely someone is going to suddenly become bankrupt in an airport, or contact a CC about that.
