The Allocation Personnalisée d'Autonomie and the Prestation de Compensation du Handicap are proper nouns as they name specific benefits. It is "impossible" to translate them for that reason as each entitlement to each, APH and PCH, and calculation of the amount and so on are all goverened by rules 'n' regs that have been voted in France. They are country specific.

For these reasons, you should not translate in the body of the documet, but instead keep the French in the original (in italics, that being the classic way to indicate a foreign word) and either use a foot note where you can provide a literal translation and/or some brief descriptive solution.
