On the other hand, if you write "cleaners" alone, that might suggest people who clean out the carriages, as well, so maybe you could write "yard and station cleaners," of else risk simply "railway cleaners," hoping that the inclusion of "railway" as opposed to "rail car" will steer people in the right direction.
