I don't know the answer to you question about whether or not this would extend beyond "station cleaners" to include depot cleaners, yard cleaners, roundhouse cleaners. On the other hand, if you write "cleaners" alone, that might suggest people who clean out the carriages, as well, so maybe you could write "yard and station cleaners," of else risk simply "railway cleaners," hoping that the inclusion of "railway" as opposed to "rail car" will steer people in the right direction. "Railway facility cleaners"?
