The Basque territories were conquered in a process of formation of the Spanish empire between the XIII and XVI century but this empire mostly respected the sovereignty of the territories, the region kept what was called the Foral law, their own legislation, legislative bodies, executive bodies, courts, Basques were not forced to serve in the army, they had taxing capacity, even customs were established not in the coast or border with France but in the Ebro river, on the border with Spain, having free trade with other countries. XIX Century was the century of Spanish nation building, the formation of modern Spain after losing most of the colonies abroad. The process was a process of unification and assimilation, including language, education, abolition of all the local legislation and powers and was not a peaceful process but based on wars, the Carlist wars.
