  -> Este, doar că substanţial de obicei se redă cu "substantial" în engleză. Nu văd cum să existe departamente "însemnate", ar fi un atribut prea subiectiv, literar, fiecare dep având o funcţie necesară. Explicaţia dată de Liviu, cu ONU, e totuşi acceptabilă.
