Does anyone have any idea what it is supposed to mean?

It actually refers to the semesters remaining until the student finishes high school (Year 12). It seems like he/she just finished Year 0.

Whoever wrote the report may have mixed up semesters with terms. There are 4 terms per year in Australian school.
