Is your source text similar to this: http://www.zeboat.fr/upload/zeboat-assurances.pdf, especially at the top of page 13?

If so, we’re talking about marine insurance, in which case application in French in this class of insurance means that whatever is ‘applied’ to the insurance policy is covered. What your source text is saying here is that the insured are covered if they have to repay damages to public authorities etc. (see preceding paragraph) in case their agents 'as such' (i.e. because of their ‘statut’) and not, say, members of the public or the agents’ ? authorities’ ? (not sure here) property, goods, etc. are damaged.

I'll leave it to native speakers to write this in proper English but I hope this is helpful.

Rereading the source text, I'd say that what is covered is the agents' belongings/property, etc. and not the authorities'.

Asker: This makes it much clearer - I think it is along the lines of: 'The cover shall apply to the repayment of any sum which the insured is required to make to these bodies, in the event of damage caused to their agents by virtue of their status, or their property ...'

Asker: Charles I went with your interpretation in the end because it seemed to make most sense (but I highlighted the issue to the client nonetheless...) Thank you for your help!

neutral  Charles Davis: I understand your argument and agree that "application de leurs biens" could be meaningful, but I think it's more likely to mean "atteignant leurs agents (par application de leur statut) ou [atteignant] leurs biens".
