That's the way to read the sentence, of course. My problem is finding a way to express that in English. The difficult bit for me is how to translate "déléguer qq dans qqch".

It might help if you considered the above structure as a whole. What you actually have to read is "renoncer à déléguer X dans les paiements du sous-traitant". It is about who is going to be responsible for paying the subcontractor.
You have :
- renoncer à
- déléguer quelqu'un dans quelque chose
Something is being waived with regard to payments due to the subcontractor.
