If we really want to know what is meant by this phrase I think we need to write to the authors about it. Was the English version first? So we probably have to send a message to USPSC.

I would just do a literal translation. It's possible the Spanish is just as garbled as the English.

I've looked at the discussions on the previous question, and I can't see any connection between the Spanish term, and "The service of using water to cut structural constructions on properties owned by others", or water hewning. If I was looking at " Servicio de uso o canalización de agua en madera" without seeing the hewning translation, I would think it had something to do with wooden water channels, for irrigation or mining.
