I have translated this as 'and obtained his registration at the Central Register for Foreigners at the State Office of the Police and the Guardia Civil, as community resident in Spain ...'. I am not happy with 'State Office' or 'community resident'.

I hope I have provided enough context.

agree  AllegroTrans: Cannot understand why translator is reluctant to use the direct translatiion // Well yes, but Directorate General is a widely used term nowadays as googling will show! Not General Directorate though because this entity is headed by a Director General
