Ao mesmo tempo, e para além dos problemas relacionados com o financiamento do terrorismo, foram reveladas lacunas significativas no que se refere à transparência das transações financeiras em todo o mundo, as quais indicam que as jurisdições «offshore» são muitas vezes utilizadas como localizações para as entidades intermediárias, que distanciam o verdadeiro proprietário dos seus ativos, muitas vezes por razões de evasão fiscal. A presente proposta tem por objetivo evitar a ocultação de fundos em grande escala, que podem entravar a luta eficaz contra a criminalidade financeira, e assegurar uma maior transparência das empresas para que os beneficiários efetivos de sociedades ou de outros centros de interesses coletivos sem personalidade jurídica não se possam esconder atrás de identidades não reveladas.
