tengo una duda con esta frase que me aparece en un certificado de residencia.

Viene a ser algo así:

Bogotá D.C.,
EL SUSCRITO ALCALDE LOCAL DE [nombre de la localidad]
CERTIFICA:
[....]

Dada en Bogotá D.C., el día XX del mes XXXX del año 2019, a solicitud del interesado, para
Trámites legales. Que mediante Decreto No. 2150 de 1995, Articulo 11, SUPRESIÓN DE SELLOS.
En el desarrollo de las actuaciones de la Administración Pública, intervengan o no los particulares,
queda prohibido el uso de sellos, cualquiera sea la modalidad o Técnica utilizada, en el otorgamiento o
tramite de documentos, distinto de los Títulos Valores.[...]

Me da la sensación de que falta algo, pero es la forma en la que se expresa el certificado. He encontrado otros documentos casi idénticos en Internet, pero me gustaría saber qué verbo se podría usar en inglés.
