Seems like a simple term but the way it is used seems to suggest something other than simply placing an order and more like recording (or having the order placed by the company's procurement department).

E.g.
Konferenser, utbildning, seminarer och nätverksträffar orderläggs inte.
”Ickeköp” orderläggs ej t.ex. skatter, räntor, styrelsearvoden, fakturarättningar, försäkringar eller dyl. Ett annat ”ickeköp” är personalärenden så som säkerhetsprövning, rehabiliteringsåtgärder etc.
Orderläggning får göras i efterhand (inom 3 arbetsdagar efter utförandet) vid akuta åtgärder eller då risk för driftstörning föreligger.
