English term or phrase: fanatical English speaker
Hi
By “fanatical English speaker (FESser)” I mean not just someone who is crazy about speaking English (as in my previous question).
I mean someone who is so keen to speak English that he is actually selfish and inconsiderate of those who want to learn the language of the country, Tagalog or Cebuano etc. for example in the case of the Philippines.
I was a Greek and Turkish teacher for many years, and my pupils frequently complained that they paid a lot of money to go and study Greek in Greece or Turkish in Turkey and then were expected to speak English all the time by some inconsiderate people. Not all, of course, some were very helpful.
Best Wishes

Mayabang sa Wikang Ingles

Explanation:
This translation was anchored into your given context. The word "mayabang" means arrogant, one who thinks he is superior to other. I don't use the term "magsalita ng/sa Ingles" to give specificity to the context. So basically, "mayabang" or arrogant "sa Wikang Ingles", anyone who teach or speaks English, means he thinks he is superior english speaker or teacher, or he's language is far more superior than in language the other people used.

That's my take on your term based on the given context.
