surely the relative pronoun "la cual" refers to the previous (f.sg.) noun "cuenta"? I really don't see how people are skipping that to go back to earlier noun re transfer?

I don't see how the notice could refer to the bank transfer, because it's supposed to be given one week before the "fecha", which presumably means the date when the payment is supposed to take place.
I would have thought "la cual" has to refer the account, i.e., the payee must provide the payor with details of the account at least one week before the payor is supposed to make the payment, or else the payor won't be liable for late payments. That seems fairly standard practice to me.

The notice would be of the bank transfer and the account of the transferor. The reason for this is not obvious. However, it is well known that all manner of bank transfers can go awry, with the money going into limbo and one or both of the parties (plus the banks) being presented with the task of recovering it! In such an instance, all of the data relating to the transaction (i.e. relating to the attempted transaction) would be quite useful.
To answer Mr. Carter's remark above: It is not unusual in contracts to require formal advance notice confirming the agreed date of a transaction, or explaining why a different date is being chosen.

Agree. The sentence is ambiguous, but I think it is referring that an account number needs to be notified one week before the due date.

"La cual" could refer either to the "transferencia" or the "cuenta".
