The securing of access to a clean (i.e. potable) water ("вывести на чистую воду") is being/has been/has been being a universally proclaimed to be [an/one of the] inalienable human right[s] (i.e. a right of any human being, i.e. a representative of the "Homo Sapiens" species) that are/have been/have been being/were enshrined in the hundreds and thousands of international/regional/multilateral/bilateral/national/subnational/local/community & individual-level treaties/pacts/conventions/laws/decrees/by-laws/regulations/rules/standards/arrangements and the 'consensus' (i.e. "[все]общее согласие").
So, the 'meaningful' difference between 'The question is what is the question'? OR 'The question is what the question is'? should better, IMHO, be addressed/determined by the translators'/interpreters' community. |
