Albanian to English translations [PRO]

Albanian term or phrase: fakter
A person from Kosova explains to his landlord why he did not pay the rent: nuk jam fakter i banesës (the social service owes you the money).
The text is handwritten and difficult to read. The word fakter might be fokterë or something like that. Google gives no hit for either one.
The context hints at "tenant", but I'd be happy if somebody could confirm. Or give me the correct translation, if "tenant" is wrong.

Hello lars-erik,

One thing is for sure: this is not a regular Albanian word and does not mean any thing. As you say, probably the person means that "de facto" he lives there....but in any case it really doesn't tell me any thing. I don't know if we have any colleague coming fm Kosovo here amongst us, to probably bring in some more insight.
