The best way to render that sentence is to eliminate 'sepse' altogether and put that part of the sentence in dashes and use semicolon for the rest, while translating 'por' as 'however'.
sepse ky është rast i përsëritur -> –ky eshte rast i perseritur–
This would render the target clear while preserving the register (Meta is a high-rank state official, not just someone who says 'because'). Otherwise, you can simply use 'since' or 'as' (since these are more formal than 'because') and maintain the same language register.

The point is not what he said, personally I don't care, but grammatically we use because when in the sentence we want to give a reason and the speaker does do it right at the beginning of the sentence.

I fail to see why this being a repetitive case works as a reason for not talking of the past. It wouldn't be (or look like) repetitive if he didn't mention it. -- No big deal, he's a politician with a politician's rethorics. And he didn't know I have to translate him.
