The document of your link is a translation from Albanian. "Tape" could be a mistake. Either that or something like a music cassette recorder from last century. I know they have been used as backup devices, but the text talks about a network. -- The translation is not native English, some of it quite bad, e.g. "Material: Adesiv that does not allow to be removed and destroyed the evidence to remove. The English version has "ribbon" for shirit in one case and "tape" in another, but I don't think there's a ribbon/tape in an electronic device. Should be some kind of IC memory (or a flash card).
