I don't understand the combination of "Hera e regjistrimit" and "absolvent". Maybe the problem isn't absolvent but Hera e regjistrimit. It's from a "Vërtetim për statusin e studentit" at University of Prishtina.

My translation is probably not the best (the colleagues may provide better translations) but my goal here is to clarify what it means.
Apparently, the word "absolvent" seems to be loaned from German and denotes in Albanian the student who has taken and passed all exams prior to beginning the graduation process (writing the thesis of the diploma). An "absolvent" is a student who registers for the last semester of studies during which he/she works on the thesis (or exam in some cases) after meeting the conditions to be given the right to work on such thesis (namely after passing all the exams in all subjects).

"Hera e regjistrimit" means "registered for the first/second/third time etc.". In this case, it is simply part of the template and not really related to the period during which the diploma is written (absolvent).
A student is registered for the first time, say, in semester one. He has to pass 4 exams in order to move on to the second semester. He failed. Now he has to register a second time in the first semester (this means he has to pay again).
The number of semesters can be lower than the number of times a student is registered. One might fail the same semester, say, twice. In the end, he will have completed the sixth semester but registered 7 times.

In this case, maybe you should simply write something like: Registered for ___st/rd/th time, diploma graduate
Namely leave the space empty, since the source document is empty, too. This will also serve as a template for other similar works.
