I believe these terms are Moroccan Arabic, as the text is. The text is about training workshops and these two terms which appear frequently in it appear to be able some kind of participation.

Without a full sentence, we are out on a limb, but this is the most direct translation of the terms.

There is nothing particularly Moroccan about these terms or the term تحسـيسي

it could mean the word frame as أطرcomes from إطارas we say in egypt,or it might mean other thing in the Moroccan Arabic
it would be much helpful ,as Mr Fuad always says, to provide us with the cotext;the whole sentence and if possible the sentences before and after.

within the context you're refering to, the correct translation would be 'framework'. It would sound natural in English.

In Morrocco, Algieria, Tunisia, this word is often used to refer to a skeleton crew. If used in a military context, it means "Permanent party."

In Morocco, it is actually a loan word from French "cadre" and not from Arabic.
