Thank you very much "Anishappy". I agree with your examples, obviously. Sometimes a peer comment is understood as being a "correction" rather than an "addition". And frankly, that's how I took Mr. Hamidi's comment, and responded accordingly.

Well, I have already seen the discussion. "Bill" is also common.
Bill: A draft of a proposed statute submitted to a legislature by one of its members for consideration and possible enactment. (Webster's New World Law Dictionary).

As for the expression "draft of law on...", it is quite common. You can ggogle it: e.g.: The Draft of Law on Foreigners and International Protection.

I have even checked Larousse dictionary: projet de loi (draft of law).

Hello Mr. Hamidi, I don't see the need to break the term and "shake it" when we can use the solid and fluent option; the law's name goes simply in between "draft" and "law", like this:

"Impact Assessment of the Draft Environmental Tax Law in Vietnam"
