I'm not sure I understand the sentence, and this may be due to the punctuation. Here is how it appears.

ويعتبر في حكم التوقف عن الدفع , استعمال التاجر في سبيل الوفاء بديونه , وسائل غير عادية او غير مشروعة تدل على سوء حالته المالية

My understanding is that في سبيل الوفاء بديونه is perhaps a bracketed section therefore –

ويعتبر في حكم التوقف عن الدفع استعمال التاجر- في سبيل الوفاء بديونه - وسائل غير عادية او غير مشروعة تدل على سوء حالته المالية

And so is this correct?
