The rest of the sentence is as follows: "the confession shall not be valid if ظاهر الحال lies/misleads [...]"

"The confession shall not be valid if appearnces mislead."

watch out for subject-verb agreement. The noun "appearances" is a plural noun, so the verb that follows cannot have an s at the end.

The plural noun is simply based upon idiomatic English. The singular is not used in this kind of construction.
