This is for my cousin's class. Jabal is a city, but apparently the word also has a meaning.

JABAL (also spelled JEBEL, DJEBEL, and GEBEL) means "mountain." It is often used in place names in Arab countries, where it refers to either a mountainous region or a city on a hill.

In Saudi Arabia, the city of Dhahran (where I attended school) is popularly known as Al-JABAL, because of its rocky terrain. The academic complex of King Fahad University in Dhahran is referred to as the "Jebel," because it was not only built on top of a hill, but carved into the rocky formations.

JUBAIL is the diminutive form of the word JABAL, and is the name of an ancient town in eastern Saudi Arabia. It is now home for a major industrial complex (listed in the Guinness Book of Records as the largest construction project in history).
