"Odd" ne znači "stari". To je "oLd".
"Odd" ovde znači "occasional". Primer: The weather will remain cloudy with odd showers here and there. "With odd showers" - s povremenim pljuskovima.
Dakle, "has sent the odd warship" bukvalno znači "šalje povremeni ratni brod", odnosno "povremeno pošalje ratni brod".

E, sad, zašto je u prevodu sadašnje, a ne prošlo vreme? Zato što je u originalu upotrebljen Present Perfect Tense, a ne Past Tense. Kada bismo rekli "SAD su s vremena na vreme slale /bi poslale..." to bi značilo da više ne šalju, a to nije značenje glavne rečenice u originalu. Present perfectom se ovde naglašava sama činjenica da SAD šalju ratne brodove u Crnu Goru. Nije bitno kad se to desilo. Zato ovo ne može da se prevede prošlim, nego samo sadašnjim vremenom.

Cela rečenica bi glasila ovako:
SAD povremeno pošalju ratni brod u posetu Crnoj Gori, ali su joj obezbedile iznanađujuće malo stranih ulaganja.
