'Municipality' is, of course, the correct translation for 'opstina'/'opcina'. 'District' is larger than that, 'commune' is smaller.

'Commune' or 'local community' is equivalent to 'mjesna zajednica', the lowest level in government hierarchy (at least in former/today's Yugoslavia).
