Pel que fa al finançament de les despeses de funcionament de les universitats públiques, estableix tres classes d’aportacions: la genèrica, la complementària, mitjançant contractes-programa, i l’obtinguda per ***convocatòries públiques***.

This is about financing, the money handed over in different ways to public universities.

The C word is notroriously difficult to translate, and I'm wordering if 'open public competition' would be valid as a translation. My understanding is that the universities get bulk sums, then sums for specific items (particular to the circumstances of each uni, e.g. maybe a new lab or computers, etc), then COMPETE to obtain additional funds (i.e the C route).

Thnks for alerting me to 'open' and 'public', it's not that they are redundant, they actually mean different things. Here it's simply 'public competition'. And although I agree with Berni, the overall context would indicate 'competition'.
