I know what "capitonar" means, but not how to say it in English. Can't figure out what "reblats" means here though.

Capitonat: padded. This helps to protect.
Reblat: tacked. Very often used in the context of furniture containing fabric.
"Fringe" can be used for ornamental things, eg rugs or the bottom of some seats.
Since what you're looking for is the words themselves I have translated the phrase literally but I suggest you change the structure since it now looks rather strange.
