Bit puzzled by this one?

I thought this phrase normally means come into effect or put into practice.. aparently not here:

"Aquest tipus preferencial es concedeix als productes que gaudeixen d'una doble condició: d'una banda que siguin manufacturats a la UE i de l'altra, que el tabac brut utilitzat compleixi les condicions de l'article 3.1 de l'Acord, és a dir, que aquest estigui produït a la UE o al Principat d'Andorra en el sentit de l'article 3.1.a, o que sigui posat en lliure pràctica quan prové d'un país tercer en el sentit del punt b de l'article 3.1"
