The author has introjected these English words and I can't figure out what he's trying to say.

Maybe he means "starting from scratch again"... I have to admit that it's difficult to guess what he meant, it's quite confusing.

Thanks, that jogged me into realizing that he must mean "all over again" (without the 'and'), which often -but not always- means "starting from scratch".
