Could someone please explain where the name "Programa Icària" comes from?

"El programa Icària és un esforç realitzat de forma conjunta entre el teixit social, les administracions i els propis immigrants per buscar espais de trobada i donar resposta a les necessitats de les diferents comunitats fomentant la cohesió social.
El programa sorgeix l’any 1992 en un municipi d’una comarca catalana, Osona. El mapa següent ubica el territori centre del nostre estudi."

Hullo, Jon -- What follows is an excerpt from an article published by the Generalitat de Catalunya's Committee for the Information Society (October 30, 1998), available in full at the web site below:

"Narcís Monturiol, inventor of the submarine technology used for the "Ictineo", as well as editor
of "La Fraternidad" ("Brotherhood"), devoted his life to researching a utopian model for society.

"His successor, Anselm Clavé, redefined teaching techniques for choral singing. Both Monturiol and Clavé strove to establish a model of utopian society as defined by Étienne Cabet in his
book, "A Journey to Icaria".

"Another character seduced by this utopian model was Ildefons Cerdà, who established the bases of modern urbanism, having foreseen the upcoming
technological developments in the fields of transportation and communications.

"Cerdà designed the expansion of Barcelona purposing an "Eixample", a grid system mapped out for Icaria, and dedicated one of its nine districts to this model of the perfect society.

"Curiously enough, its myth lives on, although it has been completely disfigured: New Icaria is one of the poles of Barcelona's expansion and there are those who would propose it as the
location for housing the emerging sector of digital contents and communications technologies.

"Their attempts at creating a real Icaria failed, but today, thousands of citizens benefit indirectly from their utopia as they live in or travel through an expanded Barcelona which is still
valid even after another century of history.

"In our daily lives, we can find many other examples of elements that were originally conceived, designed and produced according to the
idea of utopia."
