Agreement on retaining social insurance / security relations Explanation: 简单而言,协议保留劳动关系人员不是停薪留职人员,但属于下岗人员中的一种。 “协保”是指进入再就业服务中心的下岗人员同中心、原用人单位三方协商后,就保留社会保险关系签订协议。这是再就业工程中,为帮助下岗人员走向劳动力市场采取的一项政策。即,新用人单位使用协保人员的,可以免缴社会保险费或者补缴社会保险费差额即可。 《上海日报》对于“协保人员”给出的解释则是:social security-guaranteed laid-off workers. This term refers to workers who have agreed to be laid off, where their former employers have in return agreed to pay their social security contributions for an agreed period.
