When viewing official documents from China, I often enouter this 医字, 京字,粤字, how should the 字 be translated?

Explanation:
我猜这是文件的编号，比如医字 2003 （96）。碰到这种情况我的处理办法是用拼音，Yi Zi 2003(96)。有时会碰到医字 2003（96）号，我就处理成： Yi Zi No.(2003)96。这就跟地名人名一样，不存在翻译的问题，而是 transliteration.
