This is a name... according to another Taiwanese.
In the future if anyone is posting a reference to Taiwan or making a KudoZ question on a topic regarding Taiwan or Taiwanese (or addressed to such) it would help a LOT to post the question in Traditional Chinese since that is what we use here.

As for the meaning of the name, it can vary from family to family or person to person... best to ask that person or their family and see the reasoning for the name. The surname is obviously constant but zhang 赞 means excellence, and Ching means village or borough.

Note from asker:
I think Shirley Lao's guess is correct. So the name should be 周占春 and the English spelling is Chou Chan-chun. Thanks. |

Just wonder if your question relates to the following excerpt:
有些人一开始,大家会觉得会不会有所谓的,陈水扁口中的连最高法院都有暗桩,连最高法院都有所谓的(邹赞村们台湾话)。但是我就觉得说,应该不至于到这种地步,因为你看他驳回的理由,好像也没到这个程度。
