Yes, your excerpt is exactly from the link I gave above. If you are sure this is the judge's name, I guess it must be a typo since it is a transcript. Thanks!

邹赞村=周占春 (现任台北地方法院法官) I don't speak Taiwanese dialect. However, 邹赞村 may refer to 周占春 (ask someone who is proficient at the Taiwanese dialect), who is a judge in Taipei District Court and issued certain controversial judgment on certain legal cases in Taipei.

Just wonder if your question relates to the following excerpt:

As for the meaning of the name, it can vary from family to family or person to person... best to ask that person or their family and see the reasoning for the name. The surname is obviously constant but zhang 赞 means excellence, and Ching means village or borough.

I think Shirley Lao's guess is correct. So the name should be 周占春 and the English spelling is Chou Chan-chun. Thanks.
