I thought 高附加值 and 高增加值 both meant "high value-added", but since they come together there must be a difference.

附加值 is different from 增加值 in that the former means the extra value to be realized by offering additional worth to an existing product or service or by offering a new product or service with higher value to customers, and the latter means the increased cost of a product as a result of higher market price.
