陈水扁每到选举就这边搞个路啊,那边搞个机场,台中机场做了以后呢反而啊跟以前比路程远了一个钟头, 现在几乎要快搞垮了,现在全局要到了,又说啊跟香港什么直航啊等等

Correct me if I'm wrong. This 全局 does not seem to mean 'overall/general situation' in this context. It sounds like some kind of election. I appreciate if someone can tell me what it is. Thanks.
