Please consider the following sentence:

明天高校長去美國旅行,我因為有事,不去送行,行不行?

I want to translate it as"Tomorrow Mr. Goh, our school principal, will leave for the United States on travel. As I am busy, I will not be able to see him off. Can you?"

I am concerned about the the phrase: 不去送行,行不行? If I have interpreted it correctly, then why is it not written 不去送行,去不去?
