Republika Hrvatska u odnosima s Europskom unijom ima dvostruki status – pridružena je država EU i kandidat za članstvo u Uniji koja je započela pregovore o pristupanju. Dva su konkretna uporišta za takav status: 1) Sporazum o stabilizaciji i pridruživanju između Hrvatske i Europskih zajednica i njihovih država članica, te 2) odluke Europskog vijeća iz lipnja 2004. o sazivanju bilateralne međuvladine konferencije i dodjeljivanju statusa kandidata. te Vijeća ministara iz listopada 2005. o početku pregovora o pristupanju. Odnosi Hrvatske i Europske unije novu su dimenziju dobili početkom pregovora o pristupanju, čiji je krajnji cilj punopravno članstvo Hrvatske u Europskoj uniji.
