Explanation:
"Greens" - one of the opposition parties in Western Australian Parliament - a few years ago tried to introduce a bill through State Parliament which would eventually raise funds for protecting the old-grown forests at the State's South.

That "Forestry levy" was supposed to be paid by e.g. companies and businesses that make profit out of the loging and go towards regeneration of native flora.

I. OPĆE ODREDBE

Član 1.

Šume i šumska zemijišta. kao dobra od općeg interesa, uživaju posebnu zaštitu i koriste se pod uvjetima i na način koji su propisani ovim zakonom.

Šume i šumska zemljišta su specifično prirodno bogatstvo te s općekorisnim funkcijarna šuma predstavljaju posebne prirodne i gospodarske uvjete rada.

Član 2.

Općekorisne funkcije šuma odražavaju se osobito u zaštiti zemljišta, prometnica i drugih objekata od erozije, bujica i poplava, utjecaju na vodni režim i hidroenergetski sustav; u utjecaju na plodnost zemljišta i poljoprivrednu proizvodnju; u utjecaju na klimu; u zaštiti i unapređivanju čovjekove okoline; u stvaranju kisika i pročišćavanju atmosfere; te utjecaju na ljepotu krajolika te stvaranju povoljnih uvjeta za liječenje, oporavak, odmor i rekreaciju, za razvitak turizma i lovstva i za općenarodnu obranu.

Član 70.

Poduzeća i druge osobe koje na teritoriju Republike obavljaju privrednu djelatnost, osim Poduzeća za šume i pravnih osoba koje gospodare šumama, plaćaju naknadu za korištenje općekorisnih funkcija šuma.

Naknada iz stava 1. ovoga člana plaća se od ukupnog prihoda u visini na 0,07% na poseban račun Poduzeća za šume za namjene iz člana 67. stava 2. ovoga zakona, tromjesečno i po završnom računu.

\"U okviru drugih izvora sredstava za financiranje zaštite okoliša treba istaknuti posebne namjenske naknade koje prihoduju izvanproračunski fondovi, \"Hrvatske vode\" i J.P. \"Hrvatske šume\", kao što su naknada za zaštitu voda, koja se plaća temeljem Zakona o financiranju vodnog gospodarstva i njegovih provedbenih propisa, odnosno naknada za korištenje općekorisnih funkcija šume, koja se plaća temeljem Zakona o šumama. Ubiranjem naknade za zaštitu voda od pravnih i fizičkih osoba koje ispuštaju otpadne vode ili druge tvari kojima se onečišćuju vode ili pogoršava njihova kakvoća i uporabivost u 2000. godini, ostvaren je prihod od 156 milijuna kuna; od naknade za korištenje općekorisnih funkcija šume koje plaćaju, pravne osobe koje sukladno Zakonu o trgovačkim društvima obavljaju gospodarsku djelatnost, prihod od 180 milijuna kuna.

Za razliku od voda i šuma za koje se prvenstveno putem posebnih izdvajanja osiguravaju određena sredstva za financiranje njihove zaštite, za zaštitu zraka, tla, postupanje s opasnim otpadom, te očuvanje biljnih i životinjskih vrsta ne postoje takvi stalni izvori sredstava.\"

Naknade spadaju pod parafiskalne i njima srodne prihode (doprinosti, pristojbe, naknade, darovi) koji služe financiranju određenih javnih potreba:

\"Parafiskaliteti još nisu dobili svoju definitivnu formu, ali se mogu iznijeti njihove osnovne karakteristike:

- parafiskalitete placaju samo clanovi uže državne grupacije, povezani zajednickim interesima;
- služe za pokrice rashoda izvan budžeta, to su destinirani prihodi, namijenjeni finansiranju odredenih zadataka,
- ne potpadaju pod direktno regulisanje fiskalnog organa države.

Parafiskaliteti su prema tome, mnogo bliži doprinosima nego porezima.\"

disagree  xxxjmd: It isn't clear whether this is "pristojbina" or really "naknada" in the sense of "odšteta" or sth. similar. In any case, "tax" or "due" would seem a better choice. "Forest use tax".

forestland public benefit (user) fee


Explanation:
It is a bit unclear, really, whether this is a fee for use of forestland, as it has been stated in law 70. that Vesna has written about, or is it a fee for preservation of forestlands.

If it is a taxation, then, it could be

tax-exempt for ownership of undeveloped forestland for public benefit

that means that taxes are charged for ownership and usage of forestland, however, there is a tax relief if the forest is left untouched for public benefit.

Forest Laws vary from state to state, in terms of financing their non-development for public benefits, but this is a good link:
