Distrainor and Distress Warrant

I would go for "distrainor" since "bailiffs" or "executors" have different powers and duties.
Distrainor is a person who has the power to seize the goods.
Bailiff is a court official, taking care after peace in a court room who also serves documents.
Executor has responsibility for the administration of a deceased's estate.
