Explanation:
olovnaty means Pb++ - lead (II)

oxid olovnaty PbO - lead (II) oxide, lead monoxide
plumbous oxide
lead protoxide

The word olovicaty I don't know, but if it does exist, it can be only lead (II, III). For example Pb3O4 - lead (II, III) oxide. It's a compound, that includes Pb++ and Pb++++ (PbO2 + 2 PbO).
