Explanation:
or 'regarding'.
bt perhaps not in your context, where 'with' might well be sufficient. There may be a reason the writer has chosen 'mht.' instead of just 'med', but it may also just be an attempt to sound formal. If you want to preserve that, go with the previous suggestions (btw guys, you're not supposed to put anything but the word itself in the reply-box; it screws up the glossary ProZ are trying to build ;-)).
Incidentally, 'mht.' is short for 'med hensyn til' = 'with regard(s) to'

assistance with regards to production

Explanation:
The previously suggested answer is ok as well, but has a different flavour. This version is slightly less personal in its use, i.e. as far as XXX is concerned will often imply that XXX is a person, or a theory etc., whereas, with regards to XXX tends to only carry the qualifying aspect, but the context would decide which one of the two to use.

A couple of suggestions

Explanation:
There can be no doubt about what it means - but depending on the wider context a briefer rendering might work better, for instance:

production assistance
assistance for (the) production
