This is some sort of special concrete for reconstructing a harbour and berths for larger, modern shipping. A lot of structures are being removed, but at this point some of the present piles and foundations are being preserved and reinforced rather than built from scratch.
The foundations here are a quay wall that is being strengthened to carry the fenders.
It is founded on piles because it is partly under water.

Deadline in a few hours, so I have not spent a lot of time trawling the Net...

You're on the right track with "lodret" but not for the reason you think. ;-)

I went north of Skagerrak for help, looking for "loddbetong". Eventually I came upon the Seaflex mooring system, described (på norsk) at the first link at page 22. You'll see what are obviously large concrete components used as weights on the seabed.
Second link is the source for the example sentence -- look for "Varg Subsurface Buoy Reshaping" for the sentence.

Of course, "lodret/loddrett" describes the result of suspending a weight (lod/lodd) to establish verticality. (Bet you thought I wouldn't make it back here, didn't you? :-) )
