see below Explanation: I buy jarry's translation of 'ontkokeren', but not the translation of the phrase. I suggest 'by developing a consistent, coordinated policy' if it is clear from the context that the coordination is to be between public agencies. Otherwise you will have to paraphrase, perhaps: 'by developing a policy that is consistent and coordinated, with all public agencies working together'. |
