Het kan enige tijd in beslag nemen vooraleer u de **drager**met uw gekwalificeerd certificaat ontvangt.

This term relates to qualified certificates and electronic signatures for e-tendering processes. I understand it must be some sort of data storage device, but one would think everything is done online.
