I am translating a health and safety booklet and the above term is used in the following context:

'Werkzaamheden aan elektrische installaties dienen zoveel mogelijk spanningsloos uitgevoerd te worden. Voor het vaststellen van de spanningsloze toestand mogen uitsluitend dubbelpolige spanningsaanwijzers worden gebruikt.'

Would the correct translation be 'bipolar voltage detector'?

I would appreciate any advice.
