Afhaakproblematiek:
De mogelijkheid van subsidieverlening om het 'afhaken' van bedrijven tegen te gaan. Onder afhaken wordt verstaan dat bedrijven zelf gaan (voor)zuiveren, wat tot maatschappelijk ongewenste effecten kan leiden. Door het afhaken vermindert het belastingdraagvlak (aantal vervuilingseenheden) en worden de kosten van de investeringen in zuiveringsinstallaties omgeslagen over een kleinere groep vervuilers, wat tot een opwaartse druk op de tarieven leidt.
